Personal Biography
Tapera Henry Chinemhute has supported Governance, Peace and Security programmes at the Secretariat since 2013. He has experience in a vast array of specialisations covering conflict prevention, management and resolution. He has been pivotal in the development of the COMESA Conflict Early Warning System (COMWARN), including development of the system’s indicators, manuals, training on the COMWARN Structural Vulnerability Assessment (SVA) methodology and conflict analysis tools to officials from COMESA Member States and CSOs.
On supporting democratic processes in the COMESA region, he has been supporting the deployments of members of the COMESA Committee of Elders to various peace-making assignments, including election observation missions where he has further trained election observers for COMESA Election Observation methodology. He has further supported security programmes including PCRD work at border areas of DRC and its neighbours in a pilot phase of COMESA on using trade as a mechanism of promoting peace in the region. Furthermore, he has supported other programmes to counter security threats in the region broadly on TOC including strengthening jurisdictions in line with international standards.
